Kokomo repaire the pothole use a application but not as good as hot mix asphalt

Kokomo will have to stick with cold-weather pothole repairs for now, as the city’s asphalt supplier, E&B Paving, has no plans to open early.
Kokomo Mayor Greg Goodnight, who once worked on a road patch crew himself, thinks it’s possible Indianapolis, a city of 835,000 residents, found a way to make it financially worthwhile for one of the Indy-area asphalt plants to open up.

They have to have the right weather conditions to prep the pothole for a hot mix patch, so it doesn’t pop out in the middle of the winter.
E&B typically opens its asphalt plant around the first part of April, because that’s when the hot mix it produces can be effectively used, both by city crews and by E&B’s own workers.

To prep a pothole for hot mix, crews typically use an air compressor to blow any debris completely out of the hole, and then put down “tack” — a binder — then the hot mix, and then use a roller to compress it.
If the temperature of the road surface is too low, the hot mix won’t compress properly, and if it snows, there’s a likelihood the snowplows will pry the patch out.
The staff also pointed out that the hole itself needs to be dry and stay dry while the hot mix cures.
Obviously, with the snow melt, it’s not going to be dry anytime in the near future.
That’s why city crews use cold patch material, either cold or heated, during the depth of the winter.
People ask us about this all the time, but there’s a lot of factors which go into the decision. The guys with the city do a great job in determining which materials they use. They work together very well.
Interestingly, under some conditions, the repairs made with heated up cold patch material can end up being more or less permanent, as the material compresses into place.
But larger potholes, the kind of yawning chasms which flatten tires and knock tire rims and alignments out of whack, eventually require hot mix repairs.

OGUN Plans to build asphalt plant in 2014

OGUN State Ministry of Works and Infrastructure intends to establish an asphalt plant to reduce funds being spent on procuring asphalt used in road construction, just as it would establish a functional material testing laboratory in 2014.
Commissioner for Works and Infrastructure, Olamilekan Adegbite, who stated this while defending the ministry’s 2014 budget estimate before members of Finance and Appropriation Committee of the State House of Assembly, also said that the ministry would embark on the construction of 350km asphalted roads in major towns across the state and complete all ongoing road projects.

Adegbite also disclosed that the ministry was proposing to buy 15 patrol vehicles to enhance efficiency of the vehicle inspection unit, as well as provide 10 fire engines and two water tankers for the use of the state fire services.
Towards realising this, the commissioner said the ministry intends to spend over N22 billion, pointing out that N22 billion would be spent on capital projects; N339 million to be spent on recurrent matters, while over N600 million is expected to be generated as revenue.
In the same vein, the state Road Maintenance Agency (OGROMA) is set to rehabilitate one kilometre of road per local government in the state.
While presenting OGROMA’s budget, Adegbite said palliative measures would be carried out for bad portions of roads on local government basis to ensure that all sections of the state were covered.
He added that the state government’s policy on zero tolerance to bad roads would be vigorously pursued, pledging a continuous maintenance of all roads to ensure smooth vehicular movement.

Are you looking to score a massive hunk of furnished San Francisco land for a rock-bottom price? Well, it's located at Jerrold and Quint — still interested? Also, it's a decommissioned asphalt plant. And, once you buy it, you're responsible for dismantling it, London Bridge-style, and hauling it off to parts unknown. And the man handling the auction describes the item in question as "obsolete in many respects" and "what we call 'labor intensive,'" a purchase that will "require a lot of money in just taking it apart."
Sounds a bit like a '65 Corvair. But, if you will it, it is no dream.
And your dream obsolete city-owned, secondhand asphalt plant is there for the taking, come Dec. 17, via a live auction. The plant, notes 1st Capitol Auction of Vallejo, will be sold "as is" — and, sadly, there is no warranty. Still, "silos don't go bad. Conveyor belts don't go bad," says Brian McKissack, the auction house's general manager. Other portions of the plant, he concedes, do go bad — or at least bad enough to potentially not engender kindly relations with state emissions watchdogs. But, that's okay. "There are plenty of experts who are looking at this," says McKissack. And there's no "minimum" on this auction, meaning you could, theoretically, obtain an asphalt plant for a song. But "we're sure to get fair market value."
That's not what the city was getting out of the DAYU asphalt plant when it was shuttered in 2009. The 60-year-old facility was producing asphalt at 90 tons per hour, and cranking out around 400 tons per day on average. But it had become a white elephant: A ton of asphalt from the aging plant ran $115 to produce as compared to the $85 to procure the material on the open market. The city now spends even less: $76.50 per ton to obtain asphalt from Brisbane or Redwood City.
In the future, the city may invest in newfangled, eco-friendly asphalt technologies, which would allow old material to be ground up and repurposed into the streets of tomorrow. That would satiate the city's green desires — and, naturally, cost a lot of green. When asked for a prospective price tag, city officials declined to even venture a guess.
That was the same outcome when they were queried how much the pending sale of the old plant might rake in. McKissack, however, was less shy: "I don't think it'll be millions of dollars," he says. "We've auctioned off entire plants before. I forget what kind it was. They are not that unique."
Apparently, these things just sell themselves. It seems they may have to.

DOWNER Infrastructure took a significant step towards a greener future with the opening last month of a $10 million upgrade to DAYU asphalt plant(www.asphalt-plant.cn).
The integrated manufacturing facility will be the first on the Sunshine Coast to be able to produce warm mix asphalt.
Warm mix was produced at between 120 and 140 degrees, instead of the traditional hot mix temperature of 160 - 180 degrees.
That means there is less energy used to heat the asphalt and that means reduced carbon emissions.

The plant will conduct its first warm mix trial early next year, primarily for key clients in Main Roads and the Sunshine Coast Council.

Delmar asphalt batching plants penalized for air quality violations

The Delaware Department of Natural Resources and Environmental Control has issued a Notice of Administrative Penalty Assessment and Secretary's Order to The H&K Group and River Asphalt LLC in Delmar for violations of its air permit and federal and state air quality regulations.

The order calls for a cash penalty of $13,680 and an additional $2,052 as cost recovery reimbursement to DNREC for expenses associated with the department’s investigation. The H&K Group owns and operates several facilities located in Delaware, Maryland, Pennsylvania and New Jersey that provide construction materials, landscaping materials, recycling services as well as contracting and demolition services. One of The H&K Group’s companies is River Asphalt LLC, which operates a 300-ton per hour hot mix asphalt batching plants located at 36393 Sussex Highway in Delmar.
The Secretary’s Order addresses air quality violations that occurred at the Delmar facility during stack testing conducted in November 2011. The stack test results showed particulate matter emissions exceeded federal and state air regulations as well as the facility’s permit. River Asphalt LLC has since performed maintenance activities and conducted stack tests again in March 2012 and was able to demonstrate compliance. Warren County leaders delayed action on an asphalt plant permit over questions of covering the cost for a future traffic signal.
Stuart M. Perry Inc. requested a conditional-use permit to operate a batch-mix asphalt plant. The company plans to upgrade its existing asphalt plant at 1111 Riverton Road.
The Board of Supervisors held a public hearing on the request. The board heard from John McKinney, of Queen's Highway, who voiced concerns over environmental monitoring of the plant.
The board then voted to table the request until Dec. 1.
Evan Wyatt, of Greenway Engineering, presented information to the board on the proposed upgrades. Wyatt explained that the upgrades would help the environment. The new equipment complies with Department of Environmental Quality regulations.
Asked whether Perry would mind if the board delayed action on the permit, Wyatt said the company preferred that supervisors act now because asphalt plants typically shut down at this time of year. Perry planned to use the downtime to install the new equipment before production resumes in the spring.
Wyatt said the company would agree to a condition that would calculate the pro-rated cost by using traffic counts.
Carter said the board should move forward and hold the hearing out of fairness to the applicant. At the same time, Carter recommended that parties should consult with the Virginia Department of Transportation to determine a fair formula to calculate Perry's share of the cost of a future traffic signal.
"I also don't want to have all the rest of the county citizens to have to pay for an impact that they weren't entirely responsible for, even though you all are going to be good partners, we're glad to have you," Carter said.
Carter suggested that the board could hold the hearing and then table the matter until its next meeting Dec. 3. Wyatt said he doubted that VDOT could come up with the necessary information in two weeks. Deputy County Administrator Robert Childress, formerly with VDOT, echoed Wyatt. Childress suggested that county staff would need to work with the applicant on a fair amount or formula.
Planning Director Taryn Logan said the company bought the plant in 2009. The plant has operated at the quarry since the 1960s. By upgrading the equipment, Perry expects to increase plant efficiency and improve environmental controls, Logan said. Perry has two employees on site and the company does not plan to hire more workers. Perry proposes to operate the plant Monday through Saturday for 12 hours each day.

The Board of Supervisors previously approved an amendment to the county zoning ordinance to include batch-mix asphalt plants as allowable in the industrial district with a conditional-use permit.
But VDOT, in comments submitted to the county, voiced concerns with the impact the heavy trucks might have on the intersection at Guard Hill Road and U.S. 340-522. Trucks carrying asphalt and limestone would weigh more on the road than passenger vehicles.
Planning Commission members said the number of vehicles going in and out of the plant would not prompt the need for the company to share in the cost to install a traffic signal at the site.
Vice Chairwoman Linda Glavis noted that traffic at the intersection has been an issue for years.
The Planning Commission endorsed the permit request with several conditions that cover lighting, signs directing emergency responders to the site and that the portable toilet has a hand-washing feature.
Board Chairman Archie Fox asked about plans to move a traffic signal from Crooked Run Road and the area of the McDonald's restaurant and the Hampton Inn to the nearby commuter parking lot.
County Administrator Douglas Stanley said staff is working with VDOT to shift cost-sharing funds to the commuter lot. The project will lose the cost-sharing contributions from McDonald's and the Hampton Inn, Stanley said.
"The question is going to become, ultimately, when does the Guard Hill Road intersection warrant signalization," Stanley said.
Wyatt told the board that VDOT's traffic data for U.S. 340-522 in 2012 showed an average of 20,000 vehicle trips per day. Guard Hill Road as a side street had about 1,100-1,200 vehicle trips per day. Perry's operation would add about 75 vehicle trips per day to the road.
Supervisor Tony Carter pointed out that VDOT's concerns focused more on the weight of the trucks that would travel through the intersection. Carter recalled the issue of heavy trucks that use Reliance Road.
Supervisor Daniel Murray Jr. said the upgrade would clean up the site. Murray said he didn't see the need for another traffic signal if VDOT moves the light to the commuter light. Fox said he could understand the need for a light at the lot to handle truck traffic for the quarry.
Logan said that VDOT and the county could look at determining a pro-rated share of the cost for the signal but the formula would use traffic data and does not take into consideration the type of vehicle. 
Childress said the agency could come back and say the traffic warrants the installation of a traffic signal. VDOT would need to calculate how many passenger vehicles equal a truck. An easier method, Childress said, could involve setting a flat percentage of the cost as the company's share. But putting a price now on a signal that would not be built for years may not be an accurate cost.
