Kokomo will have to stick with cold-weather pothole repairs for now, as the city’s asphalt supplier, E&B Paving, has no plans to open early.

If the temperature of the road surface is too low, the hot mix won’t compress properly, and if it snows, there’s a likelihood the snowplows will pry the patch out.
The staff also pointed out that the hole itself needs to be dry and stay dry while the hot mix cures.
Obviously, with the snow melt, it’s not going to be dry anytime in the near future.
That’s why city crews use cold patch material, either cold or heated, during the depth of the winter.
People ask us about this all the time, but there’s a lot of factors which go into the decision. The guys with the city do a great job in determining which materials they use. They work together very well.
Interestingly, under some conditions, the repairs made with heated up cold patch material can end up being more or less permanent, as the material compresses into place.
But larger potholes, the kind of yawning chasms which flatten tires and knock tire rims and alignments out of whack, eventually require hot mix repairs.

The National Asphalt Plant Association Promote sustainable development

The National Asphalt Plant Association(NAPA) has announced that asphalt plants earning its Commendation now have an option to pursue a Star Achievement Sustainable Commendation.

The expanded commendation requires asphalt plant operators to understand the use of recycled materials, to quantify and control energy use and emissions, and to articulate a corporate sustainability plan. NAPA says these steps are part of the process of assessing “the social, economic and environmental efforts of an asphalt production facility to gauge how well it puts the principles of sustainability and community engagement into action.”
NAPA’s Star Achievement program was created in 1999 to recognize asphalt plants that met or exceeded national best practices for operations, environmental practices, safety, permitting and regulatory compliance and community relations.
“The Commendation program encourages continuous improvement,” says Bill Ensor, NAPA chairman. “It is a way for asphalt plants to benchmark their operations, and it provides a blueprint for how to improve them. With the Star Achievement Sustainable Commendation, plants that are already good, conscientious operations will have new guidelines to make their facility an even better neighbor.”
In addition to recycling, emissions and energy, the new commendation also covers issues ranging from noise and light pollution to volunteer programs. Plants must first qualify for a Star Achievement Commendation before seeking the new commendation.
The 2014 Dayu Asphalt plant Commendation will begin accepting applications, including its new Achievement Sustainable Commendation, on April 1, 2014.
