The National Asphalt Plant Association Promote sustainable development

The National Asphalt Plant Association(NAPA) has announced that asphalt plants earning its Commendation now have an option to pursue a Star Achievement Sustainable Commendation.

The expanded commendation requires asphalt plant operators to understand the use of recycled materials, to quantify and control energy use and emissions, and to articulate a corporate sustainability plan. NAPA says these steps are part of the process of assessing “the social, economic and environmental efforts of an asphalt production facility to gauge how well it puts the principles of sustainability and community engagement into action.”
NAPA’s Star Achievement program was created in 1999 to recognize asphalt plants that met or exceeded national best practices for operations, environmental practices, safety, permitting and regulatory compliance and community relations.
“The Commendation program encourages continuous improvement,” says Bill Ensor, NAPA chairman. “It is a way for asphalt plants to benchmark their operations, and it provides a blueprint for how to improve them. With the Star Achievement Sustainable Commendation, plants that are already good, conscientious operations will have new guidelines to make their facility an even better neighbor.”
In addition to recycling, emissions and energy, the new commendation also covers issues ranging from noise and light pollution to volunteer programs. Plants must first qualify for a Star Achievement Commendation before seeking the new commendation.

Kazakhstan has commissioned a new production asphalt plant for road bitumen at the Aktau Plastics Plant (Aktau bitumen plant) constructed by a consortium of KazMunaiGas companies, the company said on Dec.20.
Governor of the Mangistau region Alik Aidarbayev, Ambassador of China, Le Yucheng, representatives from the Ministry of Oil and Gas of Kazakhstan and KazMunaiGas JSC, the management of CITIC Group, Caspi Bitum JV LLP and other partner companies participated at the launch.
"Our asphalt plant can almost completely cover the country's needs for bitumen. This is a joint project of the KazMunaiGas National Company and Chinese CITIC Group," Chairman of the Kazakhstan Petrochemical Industries JSC, Dauletkerey Ergaliev said.
The asphalt batching plant will produce about 400,000 tons of oxidised and 120,000 tons of modified road bitumen, as well as 15,000 tons of gasoline fraction and 230,000 tons of kerosene and diesel fraction, as well as 220,000 tons of vacuum gas oil.
In order to avoid the loss of quality with the bitumen while transporting it to the asphalt paving place, Aktau asphalt plant provides innovative technology for packing the product into two types of disposable shipping containers - Big Bag (1000 kilogrammes) and plastic bags (40 kilogrammes).

Nine asphalt plants received the 2013 Trillium Awards

There were nine asphalt plants that received the 2013 Trillium Awards recently, as well as four other plants that were recertified at this year’s Ontario Hot Mix Producers Association’s (OHMPA) annual Fall Asphalt Seminar on Dec. 11.
The award recognizes the best in asphalt production and requires recipients to meet a set of standards in seven categories: appearance, operations, environmental, safety, permitting and compliance, community relations and industry participation.
The nine awards went to Aecon Construction & Materials (Brampton, Goderich and Orangeville plants), G. Tackaberry & Sons Construction Co. (Tackaberry asphalt plant), and The Miller Group (Lavis Contracting Co. Holmesville asphalt plant, Mill-Am asphalt plant, The Murray Group Murphy and Bowman Pit plants and Smiths Construction, Turcotte Pit). The recertified plants were The Miller Group’s E.C. King, Sydenham asphalt plant and New Liskeard, Port Colborne, and Whitby asphalt plants.
“The asphalt industry works hard to make itself a good neighbour and a steward of the environment,” said OHMPA executive director Doug Duke.
“The award was created to recognize those plants that go beyond the ‘gold’ standard already required by industry regulations.”
There are total of 55 plants that have received the Trillium Award along with 35 recertified plants.
The Dr. Norman McLeod Award for Innovation in Road Building was also handed to Lye Moran, asphalt team leader for Imperial Oil’s Sarnia Research Centre.
Moran’s asphalt research has led to breakthrough’s recognized by 12 patents.
The first ‘Bleeds Black’ Awards, which highlights an individual’s commitment and passion toward the industry, were handed to University of Waterloo’s Centre for Pavement and Transportation Technology director Dr. Susan Tighe, Walker Aggregates Vineland Asphalt Plan foreman Mark Cosby and OHMPA technical director Sandy Brown.

OGUN Plans to build asphalt plant in 2014

OGUN State Ministry of Works and Infrastructure intends to establish an asphalt plant to reduce funds being spent on procuring asphalt used in road construction, just as it would establish a functional material testing laboratory in 2014.
Commissioner for Works and Infrastructure, Olamilekan Adegbite, who stated this while defending the ministry’s 2014 budget estimate before members of Finance and Appropriation Committee of the State House of Assembly, also said that the ministry would embark on the construction of 350km asphalted roads in major towns across the state and complete all ongoing road projects.

Adegbite also disclosed that the ministry was proposing to buy 15 patrol vehicles to enhance efficiency of the vehicle inspection unit, as well as provide 10 fire engines and two water tankers for the use of the state fire services.
Towards realising this, the commissioner said the ministry intends to spend over N22 billion, pointing out that N22 billion would be spent on capital projects; N339 million to be spent on recurrent matters, while over N600 million is expected to be generated as revenue.
In the same vein, the state Road Maintenance Agency (OGROMA) is set to rehabilitate one kilometre of road per local government in the state.
While presenting OGROMA’s budget, Adegbite said palliative measures would be carried out for bad portions of roads on local government basis to ensure that all sections of the state were covered.
He added that the state government’s policy on zero tolerance to bad roads would be vigorously pursued, pledging a continuous maintenance of all roads to ensure smooth vehicular movement.

Contract worker was killed Tuesday morning in accident at Belton asphalt plant

A 19-year-old man was killed Tuesday morning when asphalt fell on top of him at the Tarco Inc. plant in Belton.
The man, Cristian Hefner, was a contract worker from outside of the area hired by another DAYU company to clean out the tank in the 2400 block of Taylors Valley Road. Hefner was inside the tank when he died.
He was pronounced dead at the scene by Justice of the Peace Ted Duffield. Hefner’s body was sent for an autopsy to the Southwestern Institute for Forensic Sciences in Dallas. Romer said the death, termed an industrial accident, is under investigation by the Belton Police Department.
Occupational Safety & Health Administration spokesman Juan Rodriguez said OSHA initiated an investigation into the incident and has up to six months to decide if a violation occurred.
Also responding to Tarco were the Belton Fire Department and Temple Fire & Rescue.
Tarco produces residential and commercial roofing products. Its corporate office is in Little Rock, Ark.

Pertamina expanding asphalt plant demand

Indonesia’s state-owned PT Pertamina and South Korea’s SK Energy Co. Ltd. have signed a memorandum of understanding to conduct a feasibility study for a 1.5 million-tonne/year asphalt plant at Pertamina’s 348,000-b/d Cilacap refinery on Java, Indonesia.
The Cilacap refinery was chosen because, in addition to having the most strategic position for both domestic and export markets, a lube oil complex at the refinery already is producing asphalt, according to Pertamina.
If results of the feasibility study are positive, the companies will establish a joint venture for the project, Pertamina said.
According to Pertamina, in 2012, Indonesia’s asphalt consumption reached about 1 million tpy, up by 26% from 2011.
With total asphalt production capacity at the Cilacap refinery reaching only 321,000 tpy in 2012, the additional 1.5 million tpy in capacity would provide a secure supply to meet Indonesia’s domestic asphalt needs, Pertamina said.

Paver Itself Into a Corner: The city's asphalt plant promising

Are you looking to score a massive hunk of furnished San Francisco land for a rock-bottom price? Well, it's located at Jerrold and Quint — still interested? Also, it's a decommissioned asphalt plant. And, once you buy it, you're responsible for dismantling it, London Bridge-style, and hauling it off to parts unknown. And the man handling the auction describes the item in question as "obsolete in many respects" and "what we call 'labor intensive,'" a purchase that will "require a lot of money in just taking it apart."
Sounds a bit like a '65 Corvair. But, if you will it, it is no dream.
And your dream obsolete city-owned, secondhand asphalt plant is there for the taking, come Dec. 17, via a live auction. The plant, notes 1st Capitol Auction of Vallejo, will be sold "as is" — and, sadly, there is no warranty. Still, "silos don't go bad. Conveyor belts don't go bad," says Brian McKissack, the auction house's general manager. Other portions of the plant, he concedes, do go bad — or at least bad enough to potentially not engender kindly relations with state emissions watchdogs. But, that's okay. "There are plenty of experts who are looking at this," says McKissack. And there's no "minimum" on this auction, meaning you could, theoretically, obtain an asphalt plant for a song. But "we're sure to get fair market value."
That's not what the city was getting out of the DAYU asphalt plant when it was shuttered in 2009. The 60-year-old facility was producing asphalt at 90 tons per hour, and cranking out around 400 tons per day on average. But it had become a white elephant: A ton of asphalt from the aging plant ran $115 to produce as compared to the $85 to procure the material on the open market. The city now spends even less: $76.50 per ton to obtain asphalt from Brisbane or Redwood City.
In the future, the city may invest in newfangled, eco-friendly asphalt technologies, which would allow old material to be ground up and repurposed into the streets of tomorrow. That would satiate the city's green desires — and, naturally, cost a lot of green. When asked for a prospective price tag, city officials declined to even venture a guess.
That was the same outcome when they were queried how much the pending sale of the old plant might rake in. McKissack, however, was less shy: "I don't think it'll be millions of dollars," he says. "We've auctioned off entire plants before. I forget what kind it was. They are not that unique."
Apparently, these things just sell themselves. It seems they may have to.

DEC found a host of stormwater after asphalt plant at Stewart International Airport

The state Department of Environmental Conservation found a host of stormwater, housekeeping and record keeping violations last month at the temporary asphalt mixing plant(www.asphalt-plant.cn/mobile-asphalt-mixing-plant.html) at Stewart International Airport.
Jointa Lime, the upstate New York company that runs the plant, had to immediately respond to some of the violations, removing asphalt sediment from a tributary of Beaverdam Lake and Moodna Creek, according to a copy of the letter the DEC sent the company.
The company addressed other problems at the site by conducting employee training and moving stockpiled materials off site, according to a letter it sent the DEC.
Jointa Lime officials did not return calls seeking comment.
Before the discovery of the violations, the asphalt mixing plant had already drawn the ire of the Stewart Park and Reserve Coalition, an environmental group concerned about pollution, traffic and noise from the plant. SPARC, led by President Sandra Kissam, claimed in a lawsuit against the Town of New Windsor and Jointa Lime that the town allowed the temporary plant to be built without proper site plan and environmental review.
The plant, located on Town of New Windsor property, began running in July, and will likely continue for another year-and-a-half. The asphalt made at the plant is used to repave the runways at Stewart.
The Town of New Windsor made a motion to dismiss the SPARC lawsuit last month, said Steve Gaba, an attorney working on the matter.
"It's without merit," he said.
Gaba said that municipalities can judge whether or not projects to be built on their land need site plan review. He said in this case, New Windsor made the appropriate decision. The town did perform an environmental review under the State Environmental Quality Review Act.
New Windsor Town Attorney Michael Blythe said he knew of the violations at the plant, and said that the town told Jointa Lime it anticipated the company would immediately correct the issues.
SPARC made the initial complaint about a violation at the asphalt plant, Kissam said. She and Jay Westerveld, an Orange County environmental activist, observed the plant from the road, and noticed that there was some material breaching a silt fence.
"He said, 'That's definitely a violation, Sandra,'" Kissam said.
The pair snapped a picture and sent it to the DEC, which later followed up with an unannounced site visit.
Kissam said the violations prove that the plant needed a more thorough review than what it originally got from New Windsor.
"They were irresponsible to pass the asphalt-plant on without the necessary review," she said.

DOWNER Infrastructure took a significant step towards a greener future with the opening last month of a $10 million upgrade to DAYU asphalt plant(www.asphalt-plant.cn).
The integrated manufacturing facility will be the first on the Sunshine Coast to be able to produce warm mix asphalt.
Warm mix was produced at between 120 and 140 degrees, instead of the traditional hot mix temperature of 160 - 180 degrees.
That means there is less energy used to heat the asphalt and that means reduced carbon emissions.

The plant will conduct its first warm mix trial early next year, primarily for key clients in Main Roads and the Sunshine Coast Council.

Prep work for 'Fortify' asphalt plant to begin Monday
RALEIGH, N.C. — Lane closures associated with the North Carolina Department of Transportation's Fortify project will continue next week on Interstate 440 East between the Sunnybrook Road underpass and the I-40/440/U.S. Highway 64 split. 

Crews will close the lanes between 9 p.m. and 5 a.m. Monday through Wednesday, with the start time of work remaining flexible based on traffic volume. Work could be delayed until as late as 11 p.m. on each night if traffic is heavy. 
The closures will allow crews to begin setting up barrier walls along both shoulders for the construction of an asphalt plant that will be used during the project.
The plant, which will be located in the median, is designed to increase efficiency and safety during the project and keep crews from needing to truck in materials from plants outside the work zone. The asphalt plant should be completed sometime in the next four to six weeks, officials said.
Daytime closures will begin in early December, and the 2.5-mile section of I-440 that is part of the rebuild will be complete by late 2014.
Crews will then move to I-40, with daytime lane closures beginning late in 2014. The entire project should be complete by the fall of 2016, DOT officials said.
